The Situation

The demand for BMW police motorcycles (called “motors” by police motor officers) is increasing each year, with over 100 agencies now operating the R 1100 RT-P model (click here to see a list). BMW's largest police motors agency is also the largest annual purchaser of police motorcycles in the United States—the California Highway Patrol (CHP). As part of its contract with CHP, BMW of North America (BMW NA) agreed to repurchase selected motors at three years or 60,000 miles, whichever came first. These motors are inspected, fully serviced, cleaned, and repaired as needed. Previous R1100RT-Ps that have been returned have been utilized as demonstrator and movie motorcycles over the last year. Now, however, BMW NA is able to offer current and future returned R1100RT-P motorcycles for resale through authorized BMW retailers.

The Concept

BMW NA wishes to market these used motorcycles to retail customers, not to police agencies. The reason for this policy is that that the police motors market is a small niche compared with the national retail motorcycle market. Absorbing 100-to-150 used police motors into the potential used motorcycle market would hardly be noticed—that represents less than one motorcycle per BMW retailer. However, those same 100 to 150 units could compete with the sales of new police units, which is approximately 500 units annually. We have all spoken to riders who want the ultimate solo touring motorcycle and to police officers who wish privately to own a police model BMW. This will be their opportunity.

There is a wealth of special equipment on these motorcycles that is not found on civilian models. This equipment includes:

Condition

The mileage will be approximately 60,000 miles on each unit. Each motor has received all inspections and services by BMW retailers in California, using BMW synthetic motor oil. CHP has an appearance code, so these motorcycles are in very good physical condition (but not perfect: remember, they are used). Wheels and brake rotors have been measured for wear and also trued and replaced if outside of factory specification. Most have new brake pads and tires (unless they were truly like-new). Front protection bars have been straightened unless they were bent to the rear, in which case they were replaced. Minor stone chips and nicks are touched-up. Any long scratches or gouges have been be repainted, with the exception of the belly pan, which is always scratched from loading and unloading. No cracks or breaks in fairing panels are allowed. There are several holes in the dashboard from police equipment, but nothing obnoxious. The warranty on these motorcycles has expired, but they have been checked-over by A & S BMW prior to resale, Sacramento, California, serviced as needed, cleaned, and any identified defects repaired. The batteries have been replaced with new, dry batteries to prevent discharge or failure during storage and shipment.

A disclosure notice is provided with each motorcycle and must be signed by the retailer and returned prior to issuing a fresh New Jersey title for the motorcycle.

There are cool accessories for these motorcycles, including special red series 52 LED lights that can be installed where the rear series 52 strobe lights once were. These red LED lights can be connected to the brake lights, and the blue license plate ID lights can be changed to red to operate as additional rear marking lights (in most areas, blue can only be used by police). Alternatively, we also have new red LED ID lights, which can be used as marking lights. Other accessory ideas could include driving lights, etc. as the front protection bars or front light holders are excellent mounts for additional lighting.

These motorcycles are a unique opportunity to satisfy special customers and will be must-own for some. And they carry a certain cache' given their pedigree as former California Highway Patrol motorcycles. Only a few people will get the chance to own motorcycles like these!
